Pretty sure the VPN Gate Client plug-in is available in the source code for SoftEther VPN. Source code for SoftEther VPN is available on GitHub. VPN Gate Client plug-in I believe is under the directory named 'VGate' which is also on GitHub. To what extent of the functionality is provided for the VPN Gate plug-in is what I have no clue about.
