If you need a dedicated IP, you should purchase a VPS.

I already have it.
But some UK sites block the traffics from IPs of VPS/VPN and proxy. Thus I need an IP from a internet service provider.

Is it a UK IP? Some providers may use an ARIN IP in datacenter in other countries.

It is a UK IP.. Confirmed by all site of geolocation.

How about the WHOIS database? If it is also the UK, then your conclusion is correct.
I am using a Cloud VM in Japan. The geolocation of the IP is Japan(according to different IP geolocation sites) but it is an ARIN IP with the US as the registered as the address. Finally, I am treated as coming from the US on some websites and from Japan on some other sites.

Yes, it is a EDIS UK address.
Is this range of IP adddresses:
inetnum: 46.17.57.0 - 46.17.57.63
