Different internet IP addresses or fake IP address for users

Due to the strict censorship from Chinese Government, does any one know how to allocate different internet IP addresses or fake IP addresses for users? I found now it is server IP address allocated to all users. So it is very easy to be detected and blocked. Thanks!
