When you install SoftEther VPN client, it creates a MAC address for the virtual adapter. That is the MAC address you need to assign a static IP address too using windows, router, etc. Whatever acts as your current DHCP server. As far as I know, this MAC does not change once installed. If the computer gets wiped / reinstalled, this MAC will likely change, so be ready for that.

MAC address is not the only way which may be used to assign static IP address to client, lack of assgining static IP to users is most need function in these giant VPN software

SoftEther VPN has almost all information for assigning static IP:
1- MAC address of SoftEther VPN Client (Look Virtual DHCP Server Status) - another choise to bind this information
2- Username/Password - another choice to assign static IP in username profile (Manage Users)
3- Username certificate - another choice to assign static IP (Individual Certificate Authentication Settings)

Only way to assign static IP is external DHCP or manually on the clients.

Any Help?!

This is server log
==========
2018-08-20 13:27:49.891 L2TP PPP Session [172.16.5.202:1701]: Acquiring the networking information from the DHCP server failed. To accept a PPP session, you need to have a DHCP server. Make sure that a DHCP server is working normally in the Ethernet segment which the Virtual Hub belongs to. If you do not have a DHCP server, you can use the Virtual DHCP function of the SecureNAT on the Virtual Hub instead.

In the L2TP, the client can't specify an IP address.

First of all, MAC address should be fixed for each user.
Please refer to this topic.

Then, please try third-party DHCP server that can assign a static IP address for each MAC address.

i have tried and i have done that
you can assign any your static lan ip to your client
all you have to do is assign the ip in vpn virtual network card
that soft ether create to connect the vpn
so when ever you connect the vpn you client will get that ip that
you assign in virtual vpn network card
