Hello,
I've got a working installation of SoftEther VPN running on a remote server, and I've been able to successfully connect using the proprietary SoftEther Client for Windows, so I know the server is running correctly.
In the SoftEther server manager, I've allowed L2TP and set a pre-shared key.
On the client machine, I've followed all the directions here...

...performing the equivalent settings for the Windows 10 VPN UI, including:
- ensuring the host IP is correct
- entering the correct user/password
- changing the adapter to use L2TP/IPSec and setting the pre-shared key
When I try to connect, it looks like Windows VPN client succesfully authenticates, but then it sits on "Connecting..." and never completes the connection. What's wrong?

What about checking the logs of your machine?

Please enable L2TP/IPSec not L2TP.
Did you configure port forwarding?

Hi, sevpn, it's been a long time since your post, but even so it seems important to me to translate the solution that I found to the same problem, in this way it helps other people to solve it as well. First of all you must open the following ports on your router:
5555, SoftEther Management
500, SoftEther L2TP / IPSec
1701, SoftEther L2TP / IPSec
4500, SoftEther L2TP / IPSec
Then you must open a command window (CMD) in administrator mode and enable the following record:
REG ADD HKLM \ SYSTEM \ CurrentControlSet \ Services \ PolicyAgent / v AssumeUDPEncapsulationContextOnSendRule / t REG_DWORD / d 0x2 / f
