A routing issue. generally, your clients are supposed to get routing instructions from the DHCP so that they-your clients- know that they have to send packets, which destined to your third-party networks, to your SE server or make sure the SE server is their default gateway(there is one more option). Also, the third-party routers or machines are supposed to know how to forward packets in case they are destined to your SE server. Of course, there is an alternative scenario which is much easier but depends on your requirements. Let's know you're going to do.
