I am running a chat site and lots of users are using SoftEther VPN to spam and abuse our server.

is there anyone to find the exit node of SofthEther ?
I found this page http://www.vpngate.net/en/volunteer_servers.aspx are these all active servers ?

is it possible to find the list ?

If the list is provided, government can block all servers easily.
