SoftEther VPN seems to treat broadcast and multicast alike. And documentation states that broadcast and multicast are sent to all users on a Virtual Hub.
To avoid flooding to different users, I want to set up separate Virtual Hubs for each user. I did this, and in addition created a new bridge using the same interface as the bridge for the first VirtualHub. But I see that the MAC Table and IP Table at once have the devices that are available on the first Virtual Hub. a
So in addition to creating dedicated Virtual Hubs, do I also need to use multiple physical NICs to avoid flooding of broadcast and multicast between users?

Propagating broadcast packets to all cascaded hubs is very natural behavior on Ethernet.
If you want to block specific broadcast, please try to use 'Access List' function.
