Diagnose cause of slow VPN exit traffic

I've got an edge SoftEther VPS that is connected by another SoftEther server from the local office. Connecting to the edge network gives good enough bandwidth to the resources in the office but with a really heavy lag. And on top of that any traffic exiting from the office (like general browsing) is prohibitively slow.

Connection to edge network was tested using L2TP/IPsec and OpenVPN protocols. No Speedtest.net report, connections time out before the website can load.

How do I diagnose it?

To give an idea how slow the traffic is, Google Chrome installer download jumps between ETA of 4-6 hours.

I cannot provide the configuration files any time soon, but following is Traffic Speed Test result with TrafficClient on a device connected to VPS. The TrafficServer is on the Local server cascaded to VPS.
