vpnclient do not got the ip address from server when connect

Hi,
I install the vpnserver and vpnclient on the same centos 7.1 system, and configure a client autoconnect to server, but the virtual network card always could not got the ip from the server, I can see the connect from vpncmd and ifconfig, I have to user dhclient to got the ip manually. I don't know why?

I try to using static ip, I created a ifcfg file in network-scripts directory, and set the static ip, netmask, gateway, network,etc. in it, but the virtual network card was not set to the static ip.
