need help urgent please

i installed softether on vps digital ocean
and i connect clients by l2tp protocol to the server
i have about 50 pcs when 5 pcs connect everthing is ok but when more than 5 pcs connect to the server
latency increase very very high but still stable on the 5 pcs but any more pcs high latency and unstable
i didnt make max session i leaved it unlimited

Does these client connect to the server from different IPs?
I think it cause is client side router.
Please try to use TCP based protocol like SoftEther or OpenVPN.
