Oreo 8.0 and IPSec issue

I made a server multiprotocol. IPSec OpenVPN. Connecting Windows with IPSec and Linux with OpenVPN on that server no issue. I have my mobile running Android 8.0 and it simply refuses to connect.
I reported the issue below. Has anyone successfully connected Android 8.x to IPSec SoftEther ?

I manually built an IPSec VPN server in the Cloud and successfully connected the same mobile device to the IPSec network.
