Connecting to vpn blocks local network

Windows 10 Enterprise
SoftEther VPN 4.0 (Ver 4.25, Build 9656)

Peer to peer network
Local network is 192.168.1.x
Connect to VPN and VPN address is 10.x.x.x. Local LAN stays 192.168.1.x.
However, both networks become "Public", turning off network Discovery and file sharing and thus no shares on this computer can be connected to. Nor can this computer see others on the local network.
This is fairly recent behavior, possibly starting with a recent MS update, but not sure.
If I allow network discovery and file sharing for for Public networks, this goes away but I fear that this exposes my local network to the VPN, which I don't want.
I need to keep the VPN disconnected from the local network but need to be able to access this computer (the one running SoftEther VPN) from the other local computers. I hope this makes sense.

Any suggestions? Am I overlooking something? Thanks, I have been working this for a while and just can't see what can be done.
