softether vpn client connects, but appears not accessible.

I've setup 4 remote vpn clients and they all connect to the vpn server and work flawlessly.

I have two more vpn client sites I'm trying to set up and they both connect, but I'm unable to ping across in either direction. they both have ip addresses and are within the same ip subnet and ips are not duplicated. Ive made sure the 5555 is in all firewalls. I've copied the config from working vpn clients to the ones not working and I get the same thing. All vpn clients ip's are staticly setup on network adaptors. this is not a layer 2 or 3 setup. Not really sure where to go from here to trouble shoot this. I've been banging my head for a couple days....

vpn clients are all windows 7, vpn server is windows 10.

Can you connect to each other with method other than ping?

Windows firewall probably denies to answer ping.
