Windows 7 IP conflict

Hi!

I have a setup for VPN L2 access to a site and one of my stations (windows 7 install) is reporting IP conflict when connecting to the VPN server. Sniffing traffic using Wirishark will reveal that after a success DHCP discover/offer/req/ack, an arp request is sent from my station :
(00:ac:28:90:3a:e2 Broadcast ARP 42 Who has 10.135.9.220? Tell 0.0.0.0)
and an arp reply is received :
(Vmware_6a:10:97 00:ac:28:90:3a:e2 ARP 60 10.135.9.220 is at 00:50:56:6a:10:97)
after which a DHCP decline is sent :
(0.0.0.0 255.255.255.255 DHCP 342 DHCP Decline)

On the server-side, I can see in the interface with the hw address 00:50:56:6a:10:97 is a SID-LOCALBRIDGE-1 and has a DHCP flag. Reinstalling the Softether VPN client will make the connection work again for a short time.

What am I doing wrong?
