Help to configure SoftEther

Is it possible to replace zerotier/Teamviewer with SoftEther? If yes, can anyone please mention the steps to do it?
Is port forwarding on the router required as I don't have access to it on any side?

My scenario:
Have multiple PC, Laptop Mobile in the home network.
Same Laptop and mobile to be used in college network (and or in public wifi).
One PC in friend's home network

What I want is basically virtual private network:
1. remote desktop and file transfer from any device to any device (for this, if I can create a VPN, then I hope using VNC/Guacamole and
Feem/beeBEEP/Dukto/KouChat, I can manage to do those, please mention if there is a simpler way)
2. occasional gaming in between devices.
3. occasional traffic tunnelling for bypassing govt restriction.

SoftEther VPN has NAT-T function.
However, NAT-T doesn't work anywhere.
Please try it.
