how to assign vpn user ip for L2TP

Hello!
As my network not allow DHCP, if enabled the secure NAT, the DHCP will be on. As the user(s) most of them are using the Mobile/Tablet to login, the connection is L2TP. But don't find any setting in the Softether can assign IP for the vpn user(s). Thanks!
