Clustering Problems

Hi I am building softether vpn, right now I am trying to cluster (1 controller, 1 member)
They are successfully clustered and all the incoming connection will be loaded only on the member.

I see some issue here:
1. I cannot set the protocol L2TP/IPSec it is greyed out.
2. Thru softether vpn client I connect to the server and it successfully connected but no internet (Public IP does not changed).

Here are my problem right now. Please anyone help me. Thank you
Btw, Im running ubuntu 16 as my server for additional information.

L2TP/IPSec can't be used with clustering mode.
