Getting L2TP to work

Hello all,
I have been trying to get L2TP to work for awhile now. I am going through the documentation on getting Mac OS X to connect to my VPN through L2TP but it just doesn't seem to work. I have followed all the steps on both the documentation on the setup for both OSX and server setup.
The error I am getting just says that the server didn't respond, meaning that there is still something blocking the way. Firewalls are all open to accept and forward those ports.
I have opened ports 500, 4500, and 1701 for UDP and IPsec/L2TP settings are all on.
Any ideas on what I am doing wrong?

Did you activate the L2TP/IPsec option on the server?

Does the router use IPSec?

Do you connect to the VPN server from the same subnet of the VPN server?
