This zip is not located anywhere, it is generated on the fly.

The source of this ovpn file is located at
src/bin/hamcore/openvpn_sample.ovpn

Or if you want to obtain the zip file, you can use the vpncmd and run the command: "OpenVpnMakeConfig"

I am on Windows so I looked in the SoftEther VPN Client directory and couldn't find any ovpn file.
Inside of the binary "VPNGate.dat" file is this line though:
<SOAP_URL>http://list-server-tmp-2.vpngate.net/vp ... </SOAP_URL>

I don't think there are any TEXT ovpn files in the SoftEther directory.
The OVPN files must be downloaded by SoftEther and kept in a binary format instead of in a TEXT format.

.ovpn file is generated by SoftEther VPN Server (not client).
Please try server manager.

I am not sure about VPNGate, but for OpenVPN client on Windows(7), the ovpn file is located at - C:\Users\PCName\OpenVPN\config
