Port Forwarding to Clients

Hi all -

I have SoftEther setup and installed on a CentOS 7 machine. I am using OpenVPN on a Windows machine to connect. The client connects fine, and everything is setup properly.

However, I am having trouble port forwarding to client. I want to open a port (example: 222), and have it open on the client machine while the client is connected to my SoftEther VPN server.

I have enabled IPv4 forwarding:
sysctl -w net.ipv4.ip_forward=1

I have tried creating iptable rules to forward traffic on the port I want to open, but the port is showing as closed on the client side. I am listening to the port and are testing it on canyouseeme.org. All firewalls are disabled on the client.

I am trying the following:
iptables -t nat -A PREROUTING -p tcp -m tcp --dport 222 -j DNAT --to-destination 192.168.30.13:222
iptables -A FORWARD -s 192.168.30.13 -p tcp --dport 222 -j ACCEPT

(192.168.30.13 is my clients IPv4 address on the VPN)

Yet port 222 remains closed on my client.

Does anybody know how to properly forward ports to clients? It would be much appreciated.
