没有公网IP 如何设置L2tp

没有公网ip softether 客户端没有问题 使用 azure。 但是手机无法通过l2tp连接， 端口443 5555 1194 1701 4500 500 992 都打开了 ，windows 防火墙已经关闭，请问有怎么能解决 谢谢！

VPN Azure don't suppert L2TP/IPsec.
