Intro New to Softether & VPN's

Good day from Alaska,
I'm trying to find a stable solution to L2TP VPN into a network. I am trying to read up on how to create and test a softether L2TP VPN connection.
I have read everything I could find to get this to work but I'm having troubles.

I have a Laptop on a guest network running a windows 10 Virtual Machine that is running the softether server software. I feel like I ruined the settings on this configuration. Every article and video that I find on this shows the setup opening a window that asks if i want a site to site or a remote access VPN. my setup does not ask that. perhaps I should uninstall and reinstall?

I am using a windows 10 machine on the main network to run the client software. I made and moved the Cert and the Keys over but I still cannot connect.

Is there a bullet proof setup instruction that I can follow that someone else has successfully used?
