Your question is a bit too broad. All countries block certain things such as underage stuff etc.
I think question should be where the governments draw the line. Huge difference between keeping internet safe and invading peoples rights/privacy.
You can add all middle east countries to the list.
Also some countries literally plug off the internet (%99 bandwidth restriction) when there is an incident like bombing or on election days..

Very good points and I agree with you, different countries draw the line in different places when it comes to online censorship.

According to wikipedia, Turkmenistan runs the third most stringent censorship program in the world.

Update: India, Iran leading the top of the world’s worst countries for internet censorship last year
The internet censorship yearly recap shows around half the world’s population – about 4.2 billion - suffered a politically motivated internet blackout in 2022.

Iran seeks to be #1 among others
It is getting even worse than China
Specially west and south parts

As of my last knowledge update in January 2022, several countries are known for having internet censorship problems. Keep in mind that situations may change, and it's advisable to check for the latest information.
