It could be to do with firewall setup. Check your firewall settings and if it is not that make sure that you have a service known as DHCP client running. As for firewall settings, it would be most likely be specific from your computer alone rather than something like the router being at fault.
Not too particularly sure about Windows 8.1 but I know from Vista there was a prompt similar to what you described as 'unidentified network'. If there was a prompt and choices are available, make sure you select an option or otherwise this may also affect it.
Presumably if you know that you cannot get a DHCP lease you should at least look into running wireshark on the interface and see if it has heard any DHCP ACK packets.
