Question for persian, russian and chinese users

What happens if your government blocked the ip address/ddns hostname of a vpn server of vpngate or other vpns, are you not even able to do a ping test on it? is it like 100% completely blocked?

Im creating my own vpn and I need a way to test if a server is still up. If you have any suggestions feel free to tell me. Thanks in advance!

you will likely not be able to establish any connection to that server, including ping tests. This suggests that the server is indeed completely blocked by the government's restrictions, preventing any form of access or communication with it.
