And if so, then how?
Is it possible to assign a fix IP to a VPN user?

Disable SecureNAT, enable local bridge and let your DHCP server "assign a fix IP to a VPN user". For L2TP/IPsec, SSTP and OpenVPN L3 clients also reserve virtual MAC address as specified in the SoftEther VPN 4.31 Build 9727 change log, and before you ask...
To fix the IP addresses assignment by the DHCP server you need to configure the "Static IP address reserve list" function (the function name may vary on each DHCP server product). You need to refer the document of your DHCP Server to configure the static IP address reserve list.
