No. The only solution is to use VPNAzure or host the VPN server in the cloud. For VPN over DNS, you must forward TCP and UDP port 53 to your server.
I think you may be using it in a company because you should be able to do port forwarding in home network. You may want to consult your IT Administrator.

You need to disable NAT-T on the server side(not the client side) and configure the wrong port on the client side.
