How to set bandwidth limit quota on each user? in GB

let say my server bandwidth limit 6tb/month

and running 20-30user in 1 server

i want to set bandwidth limit let say 25GB on each user. Is is possible? how?

i see the bandwidth limit can be set in xxxx bps. but this is speed limit i think. capped speed
