Same problem here for Synology DS213.
Add a tap device and see if it works. I don't get it working on Synology DS213 but I don't know for QNAP.

However, I get it working on Fedora 64-bit on VMWare. I think it is there is a bug in the ARM EABI version of Softether VPN Server.
