Private "VPN Gate" Network.
Is it be possible to create a private VPN cluster much like VPN Gate with configuration or is a plugin required?

The source code of VPN Gate has not been released. However, you can set up many servers on premise and build an auto-generated web site like http://www.vpngate.net/ to make a cluster without difficult techniques.
