Windows Phone 8.1 added VPN support but the support list contains only IKEv2 and SSL-VPN. SSL-VPN needs a special app to work, but there's no SoftEther VPN app on Windows Phone store. (Check Point and Junos Pulse apps are there, for example)

Anyway, I think we should not say that Windows Phone is supported as of now. Both the main page and the GitHub readme say it is supported, but actually not.
