error 52 not enough priviliges

Hi guys,

I am using softether vpn server on linux.
I am going mad here, I had everything configured and working but lost my preshared key.
So I thought lets change it in the VPN tools, I am root and run ./vpncmd
I can connect to the server and go into the virtual hub
then i run ipsecenable and at the end i get

Error occurred. (Error code: 52)
Not enough privileges.
VPN Server/VPN>


i also tried deleting the hub, same result

and I am root ..... what is going here ?

For setting presharedkey, you need server management privilege.
Please do not specify hub name when connecting.
