1. what kind of connect was your friend used to connect to your server. If your friend using PC, please use the softether client for the connection. L2TP, openvpn client is unstable in some region of China.
2. make sure your friend can ping your external IP address
3. check the log file when your friend connecting to your server to find out if the client signal can reach your server and stop at which step.
4. check the ping status. If you found many timeout messages, then the VPN can't be used


softether is the most reliable vpn tool using in China that I tried before. almost no being blocked record.

I have no idea about Taiwan but ping should not be used for connectivity checking if the destination is a residential network because ISPs may block inbound ping(ICMP type 8).

A VPN may be more than you need. SSH offers a proxy server by default.

I set up Firefox or Sea Monkey to use the proxy, and other browsers for direct connection.

WinSSH/tunnelier works well for me in when China and you could use any port, even 80, 443 making it more difficult to block. It has not blocked as yet. I worry that with China/Japan relations, if a girl in China is using something from Tsukuba University to break the Great Firewall, it might put her in an awkward position should it be spotted in her PC. SSH looks much more benign. SSH clients can do the same on most phones as well proxying all outgoing traffic.
