How to tunneling a public IP from office A to a router located in office B?

Office A: There is a Linux server with 2 public IPs (SoftEther VPN server is installed).

Office B: There is a Linux server with 2 physical Ethernet cards (SoftEther VPN server is installed) and there is a router.

I want to tunnel one public IP from Office A's Linux server to the router located in office B. I only have rough idea to use cascade connection between two virtual hubs and create local bridges with Ethernet interface. But I can 't make it success temporarily. Any advice will be highly appreciated. Thanks!!

If the IP address is assigned to the Linux in Office A, the same IP address can't be assigned to the router.
So, please do not assign the IP address for router to the Linux in Office A.
