External VPN connection fails with Error Code 1

Hi,
i have the following setup:
internet --------> Draytek Vigor 2960 router ------> windows 2012 server with SoftEther server/Local PC with SoftEther client
In my local network i can connect just fine with the VPN server using the internal and external IP address. But when trying to connect to the VPN with a client from the internet the connection fails with Error code 1.
I have the following ports forwarded to my server:
500
1701
4500
Are there any other ports that i should open?
