very slow download speed over softether vpn

Hello, i own vps on digitalocean running ubuntu server.
I have installed softether vpn using these series of tutarial https://www.softether.org/4-docs/1-manu ... VPN_Server
However, i'm getting very slow download speed (0.25mbit/s) but quite normal upload speed (about 5mbit/s which is my client top upload speed) over many protocols such as l2tp, sstp and openvpn clone. Server resources (cpu, ram etc) are minimal.
I have added current server configuration that i use. What i'm doing wrong i could not figure it out.
