ı can enter forbidden web sites but SoftEther is inactive

Hi everyone,
I am living in Turkey and there are many forbidden web site (etc Wikipedia) in here. So I install a softether server aplication on Digitalocean vps server which is located on Amsterdam. I had issues with speed. My connection's speed is 40 Mbps but with vpn i only could get 5 mbps at max. After a while i reliazed that i can enter forbidden web sites even if softether is inactive. I check my IP at whatismyip and my location seems on Turkey and my ip is not hidden. Besides i can connect internet with the speed of 40 Mbps. So i think about it alot and i could not figure it out. Do you have any idea about how do i manage this? I can understand how it is work, i am planning to do same for all computers i have. By the way it cannot be about my internet conneciton because i can't enter forbidden sited with other devices. Any ideas?
