Connection fails until tracert is ran

Good day. There is a problem.
From a computer (network router NETIS WF2411E) through a VPN (Softether VPN Client | Remote Access VPN Server https://www.softether.org/@api/deki/fil ... 10-4-1.png) I connect to the remote networks ( TP-LINK TL-WR842ND subnet: 192.168.96.0/255.255.255.0).
Connection passes without problems, but the computer does not see (does not pass the ping) remote server 192.168.96.111.
After running the command
tracert 192.168.96.111
the computer starts to see and ping the remote server. If you restart the router, then you need to run the tracert 192.168.96.111 command again.
There are no restrictions on the local/remote router's firewall. This problem is only on some routers.
Server:
OS: Windows Server 2008 32-bit
SoftEther VPN Server (32-bit) Version 4.29 Build 9680
Client:
OS: Windows 7 32-bit
SoftEther VPN Client (Ver 4.29, Build 9680, rtm)
