There are too many TCP/IP connections(code 15

Hi All,
My VPN has stopped working suddenly. I'm having the following error in the logs:
Connection "CID-12787" terminated by the cause "There are too many TCP/IP connections." (code 15).
I check the my login setting Number of the connection is 32, and I check the VPN server I found that three client used 32 connection, too.
I don't know if it is caused by this reason? Is it necessary to change back to 1?
Do you have any other tips/ideas that could help me?
