Suggestion to User Management

Hello!

I would like to suggest some enhancement on the user management function of the SoftEther.
1) Introduce server level (instead of hub level) user/group management.
2) Option for individual hub to either inherit the server level users/groups, or to create independent user/group within the hub.
3) ACL to control the access of hubs per user/group.

I'd suggest you post your requests in Github (with you reasons and justification of the features), that's more likely to get the attention of the developers.
