Development to Stable Code merges

To any Board of Director Developers,
Our internal development team has been chasing several hardening modifications to the development branch with the hope they will make it into the stable branch at some point. Unfortunately we are entirely confused how code is eventually moved. Case in point, there seems to have been a significant shift in the OpenVPN implementation as of last year (around 2018/08) but those changes have yet to be merged into the stable code.
Specific Questions:
By what means are changes moved from dev to stable?
At what interval does that take place?
