How to generate ovpn file for specific user?

One user wanted to get ovpn so I
1. Entered SoftEther, admin console.
2. Connected to specific VPN.
3. Pressed on OpenVPN/MS-SSTP Setting
4. Generate a sample configuration file for OpenVPN clients.
It's seems to work, that user can now connect to our VPN, How can I generate same file but with specific permissiosns? so I could track his activity?
