Fault Tolerance for the Cluster Controller

I have setup clustering and virtual DHCP functionality. In my testing, I noticed when the cluster controller is offline, the member cluster does not assign IP address. But when a member cluster goes offline, the cluster controller does assign IP address. Is there a way for a member cluster to automatically be a cluster controller whenever the cluster controller goes down?

I use a separate DHCP server that work with the Members, but there is a bigger problem, connections will get disrupted when the controller goes offline anyway. One thing that might be possible is using a LB in between the Controller and Member, but I have not tried this yet. The LB would detect a Controller down and move to the backup controller. Otherwise the only way I know to make the Controller FT, is to use VMware's SMB FT (you could probably get away with legacy FT too with assigning on 1 vCPU to the Controller VM).
