this is a usage detail from my server.
with ZERO sessions it still uploads and downloads stuff.

Are you saying that when you connect the VPN your download "speed" falls to 1 Mbps on the client device pc/phone? Or are you saying the speed at the Server locations the speed drops to 1 Mbps? Is this a speed issue?
Or are you saying that when the VPN is connected it is transferring excessive amounts of data? Meaning you worried about exceeding you cellular data limits?

it KEEPS downloading. its transferring excessive amounts of data. without any usage.

I sometime have a similar issue on the softether client where my connection is going to eat 1MB/s consistently without any usage whatsoever on the client. Will fire up wireshark next time it does it
