Firewall settings between two networks having NAT

Hi,
I have two networks one hosts VPN server on a Static IP and its behind a NAT as I am providing a Web server access to all clients. The normal external clients are able to access both the services in the infrastructure. However, I also have second office infrastructure where all clients(Linux machines with L2TP service) are behind a different firewall NAT and want to access the first infrastructure. I cannot connect to the VPN server.
