No IP retrieved from local DHCP server

Hi,
Having a couple of issues here with VPN and obtaining an IP address through the SoftEther VPN bridge.
Whenever i connect with VPN (Windows L2TP/IPSec) the server logs claim my client isn't retrieving an IP address. The local bridge has been setup properly and is operating on the correct interface, but i'm not even seeing any Discover broadcasts appearing on the local network.
I've tried different NICs (VMXNET 3 and Intel E1000e) but that din't help. I checked the vSwitches, promiscious mode is enabled everywhere.
When i setup SecureNAT + DHCP in SoftEther it's working, but as you can guess: local clients are also retrieving IP addresses now from SoftEther, which shouldn't be happening.
Can anyone help me out? Why aren't there any DHCP packets appearing on the local network?
