Slow download speed when connecting to vpn

Hi
I install softether vpn server on windows 10
Client samsung android phone.
Without vpn
Download around 45mpbs
Upload around 50 mbps
With vpn
Download 10 mbps
Upload 30 mbps
I have search the forum but only linux vpn server solution.
Any one here can help me how to fix my problem.
