What dependencies has softether ?

Hi I've seen outages connecting to my 2 different sites over the last 2-3 days.
Just wondering does softether have internet dependencies that I'm not aware of.
I'm not using azure setup.
As far as I was concerned it was a client (local PC) and Server (PC in office with softether installed) setup.
It was down for 4 hours Sunday and nothing was wrong at client or server ends.
What caused that do ye think ?
