vpn over icmp speed very very slow

I use softher VPN over ICMP, enable src-NAT, and assign IP address by DHCP. After dialing, the client can access the Internet through VPN, but the speed is very slow, only 20Mbps
My connection diagram is: Internet------ VPN server -------only allow ICMP------- client PC
